LAKE COUNTY, Calif. — The Board of Supervisors will offer several proclamations this week and meet the new University of California Cooperative Extension director.
The board will meet beginning at 9 a.m. Tuesday, June 4, in the board chambers on the first floor of the Lake County Courthouse, 255 N. Forbes St., Lakeport.

At 9:08 a.m., the board will present a proclamation designating June 2024 as LGBTQIA+ Pride Month, followed by a proclamation recognizing Kelseyville High School K-Corps Graduating Class of 2024 and another commending Calpine Corp. on 40 years of power generation.
At 9:30 a.m., the board will meet new Lake County University of California Cooperative Extension Director Matthew Barnes.
In an untimed item, the board will consider the proposed findings of fact and decision in the appeal of John C. Oliver (AB 24-01), Higher Ground Farms, located next to the Kelsey Creek Schoolhouse. In April the board overturned the Planning Commission’s decision to deny the project.

CONSENT AGENDA
5.1: a) Adopt proclamation designating June 2024 as LGBTQIA+ Pride Month in Lake County, and b) approve the LGBTQIA+ Pride Flag to be displayed at the County Courthouse for the month of June.
5.2: Adopt a Proclamation Recognizing Kelseyville High School K-Corps Graduating Class of 2024.
5.3: Adopt proclamation commending Calpine Corp. on 40 years of power generation.
5.4: A) Approve travel of over 1,500 Miles for Lake County District 2 supervisor to attend the NACo Annual Conference in Tampa, Florida from July 11, 2024 through July 15, 2024; and B) approve of registering District 2 supervisor as the voting delegate for the NACo 2024 Annual Business Meeting.
5.5: (a) Rescind the agreement between the county of Lake and PlaceWorks in the not-to-exceed amount of $253,520.00 for Lake County Housing Action and Implementation Plan Services (Approved April 16, 2024); (b) Approve the revised agreement (change to indemnification and hold harmless clause, only) between the county of Lake and PlaceWorks in the not-to-exceed amount of $253,520.00, and authorize the chair to sign.
5.6: Approve Amendment No. 1 to extend the employment agreement with Dr. Noemi Doohan for a term from Sept. 1, 2023, through August 31, 2025, and an increase in base salary from $290,000 to $298,700 for the period Sept. 1, 2024, through Aug. 31, 2025, and authorize the chair to sign

5.7: Adopt resolution of the Lake County Board of Supervisors authorizing the Lake County Behavioral Health Services director to sign the subcontractor agreement for the Behavioral Health Mobile Crisis and Non-Crisis Services Grant Program.
5.8: Approve Amendment No. 1 to the agreement between the county of Lake and Victor Treatment Centers for specialty mental health services for fiscal year 2023-2024 with no change to the contract maximum and authorize the board chair to sign.
5.9: Approve Amendment No. 2 to the agreement between county of Lake and June Wilson-Clarkin, LMFT for specialty mental health services in the amount of $70,000.00 for fiscal year 2023-24 and authorize the board chair to sign.
5.10: Adopt resolution approving the application of the lake County Arts Council for the California Arts Council State Local Partner Grant for the period of Oct. 1, 2024 – Sept. 30, 2025, and authorizing the Lake County Arts Council to execute the grant contract.
5.11: Approve Board of Supervisors meeting minutes for May 7 and May 14, 2024.
5.12: Approve contract for services agreement addendum for continued funding in the amount of $30,000 and an additional stipend award of $15,000 and authorize the department head to sign contract agreement documentation with Public Health Institute.
5.13: Approve request to close the Probation Department on Thursday, July 25, 2024, from 11:30 a.m. to 5 p.m. for all-staff training.
5.14: Adopt resolution expressing support for the Middletown Days Parade and events, and temporarily authorizing a road closure, prohibiting parking and authorizing removal of vehicles and ordering the Department of Public Works to post signs.
5.15: Adopt resolution establishing the survey monument preservation fund and imposing a user fee of five dollars ($5) per recorded deed.
5.16: Approve amendment to the agreement for engineering services and construction support on HBP-Funded Bridge Project BRLO-5914(094) Chalk Mountain Road over Cache Creek in Lake County, California, in the amount of $7,516.52 and authorize the chair to sign.
5.17: Approve Amendment One to the Engineering Services Agreement for staff augmentation services between the county of Lake and Coastland Civil Engineering, LLP and authorize the chair to sign the Agreement.
5.18: (a) Approve the general services agreement between the county of Lake and Helix Environmental Planning for landscape architecture and planning services and authorize the chair to sign; and (b) approve supplemental services agreement number one for environmental planning services for John T. Klaus Park and authorize the chair to sign.
5.19: Approve destruction of records, paper or document which is more than two years old or document that is not expressly required by law to be filed and preserved.
5.20: Approve second amendment to contract between county of Lake and North Coast Opportunities Inc. for stage one childcare services, in the amount of $950,000.00 per fiscal year from July 1, 2023, to June 30, 2025, and authorize the chair to sign.
5.21: Sitting as the Lake County Watershed Protection District Board of Directors, (a) waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of the goods and services, and (b) authorize the county of Lake Water Resources director to sign an memorandum of understanding agreement between the Lake County Watershed Protection District and the Tribal EcoRestoration Alliance for the time period of June 1, 2024, to April 30, 2026.
